Conditions of entitlement


​Are entitled to an attendance allowance men and women aged from 18 up to retirement age, who need, to a large extent, the help of others in their daily activities (dressing, eating, washing, mobility within the home and control of bodily functions) in the household or require constant supervision to prevent a danger to their lives or to the lives of others.

Conditions of entitlement to the allowance

First condition: Age and residency

An Israeli resident who turned 18 and until retirement age.

Continued payment of allowance after retirement age – A person found to be entitled to attendance allowance at the time that he reaches retirement age will continue to receive the allowance after this age for as long as he meets the conditions of entitlement. A claim may be submitted for the first time up to six months after retirement age, in order to let us examine eligibility for the period preceding the age of retirement.

Second condition: Staying in Israel

  • For those staying abroad - we will continue to pay him the allowance for 3 months if, right before their departure, they received the allowance for at least two consecutive months.
  • If they went abroad for medical treatment, or he or his spouse were sent abroad by an Israeli employer - we are allowed, at our discretion, to continue paying the allowance for up to 24 months at most (from the month of departure abroad).
  • Those sent abroad on behalf of the state, such as mission of the Foreign Affairs Ministry - will keep receiving the allowance even beyond 24 months, without limitation, and in accordance with prescribed criteria.

Third condition: Medical disability

  • For those receiving a general disability pension - if they have been given, by a physician on behalf of the National Insurance, a weighted medical disability of 60% or 40% (with a single impairment article of at least 25%).
  • For those ineligible for a disability pension - if they have been given, by a physician on behalf of the National Insurance, a weighted medical disability of at least 75%.

Fourth condition: Work income

Gross work income per month does not exceed 5 times the average wage - NIS 62,680 (as of Jan 01, 2024).

Fifth condition: Not institutionalized

The insured who is in-patient in an institution where are provided medical services, nursing services or rehabilitation services, is not entitled to a pension.

Sixth condition: Receiving an allowance from the National Insurance

  • The insured does not receive a special work-injury allowance from the National Insurance Institute and is not receiving payment for personal treatment or for help at home under any law.
  • A person receiving a mobility benefit may also receive an attendance allowance if he meets one of the following conditions:
    • He has been granted eligibility for attendance allowance at a rate of 112% and above.
    • The Ministry of Health Medical Committee granted him a mobility disability of 100%.
    • The Ministry of Health Medical Committee established that he needs and uses a wheelchair.
